HEMP is a flowering plant from the family Cannabaceae. The family includes, but is not limited to, Cannabis (hemp OR marijuana), Humulus (hops) and Celtis (hackberries).
Anytime Cannabis contains LESS than 0.3% THC (delta-9 tetrahydrocannabinol and found in marijuana) it is considered HEMP, NOT marijuana. CBD is NEVER psychoactive (will not get you high) unlike THC (will get you high). Without getting too scientific:
Hemp = high CBD

Marijuana = high THC
